Job Overview

The Financial Inclusion Officer will lead the design, implementation, and monitoring of financial inclusion strategies aimed at increasing access to formal financial services for underserved populations across Eritrea. This role involves conducting market assessments, developing partnership frameworks, and supporting the rollout of digital financial solutions that empower low‑income households and small enterprises.

Working closely with the Credit & Risk Management team, the officer will ensure that inclusion initiatives align with risk policies while promoting sustainable growth. The position also requires regular interaction with government agencies, NGOs, and private sector partners to coordinate efforts and maximize impact.

Key Responsibilities

  • Conduct comprehensive market research to identify gaps in financial service coverage and assess the needs of low‑income households and micro‑enterprises.
  • Develop and implement financial inclusion strategies, including digital payment platforms, micro‑credit products, and savings schemes.
  • Collaborate with local banks, microfinance institutions, fintech startups, and NGOs to design inclusive financial products.
  • Monitor and evaluate the performance of inclusion initiatives, preparing detailed reports for senior management and donors.
  • Provide technical assistance and capacity‑building support to partner institutions to ensure compliance with risk and regulatory standards.
  • Lead stakeholder engagement workshops and training sessions to promote financial literacy among target communities.
  • Prepare policy briefs and recommendations for the Eritrean government to enhance the regulatory environment for inclusive finance.

Required Skills

  • Strong analytical abilities with experience in data‑driven decision making.
  • Excellent communication and negotiation skills for multi‑stakeholder environments.
  • Proficiency in financial modeling, risk assessment, and impact measurement.
  • Knowledge of digital financial services, mobile money, and fintech innovations.
  • Fluency in English and Arabic; proficiency in Tigrinya is an advantage.
  • Ability to work independently and as part of a multidisciplinary team.

Education

A minimum of a Bachelor’s degree in Finance, Economics, Business Administration, Development Studies, or a related discipline is required. Advanced degrees or certifications in microfinance, financial inclusion, or development economics are highly desirable.

Experience

Applicants should have 3‑5 years of relevant experience in financial inclusion, microfinance, or development finance, preferably within the African context. Experience managing partnerships with public and private sector entities is essential.

Salary

The position offers a competitive salary ranging from SSP 150,000 to SSP 250,000 per month, commensurate with experience and qualifications. Additional performance‑based incentives may be provided.
