Job Overview
The Human Resources Business Partner (HRBP) will serve as a strategic liaison between the World Bank’s Eritrean operations and its global HR function. This role is responsible for aligning human capital strategies with the Bank’s development objectives, ensuring that the right talent is recruited, retained, and developed to drive project success. The HRBP will work closely with senior managers, project leads, and external partners to provide expert advice on workforce planning, performance management, employee relations, and compliance with both local labor laws and World Bank policies. Key Responsibilities
- Partner with department heads to develop and execute HR strategies that support project delivery and organizational goals.
- Provide counsel on talent acquisition, ensuring recruitment processes attract diverse, high‑quality candidates for critical roles.
- Lead performance management cycles, including goal setting, feedback, and appraisal processes, to drive employee development.
- Manage employee relations issues, conduct investigations, and recommend resolutions in line with local regulations and World Bank standards.
- Analyze workforce data and trends to inform strategic workforce planning and succession initiatives.
- Ensure compliance with Eritrean labor legislation, World Bank policies, and international best practices.
- Facilitate change management initiatives, supporting teams through organizational transitions and restructuring.
- Coordinate learning and development programs to build technical and leadership capabilities.
Required Skills
- Strong knowledge of Eritrean labor law and international HR best practices.
- Excellent interpersonal and communication skills, with the ability to influence senior stakeholders.
- Analytical mindset with proficiency in HR metrics and data‑driven decision making.
- Demonstrated ability to manage complex employee relations cases confidentially.
- Proficiency in HRIS systems and Microsoft Office Suite.
- Fluency in English; knowledge of Tigrinya or Arabic is an advantage.
Education
A Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or a related discipline is required. Advanced certifications such as SHRM‑CP, PHR, or a Master’s degree in a relevant field are highly desirable.
Experience
Minimum of five years of progressive HR experience, preferably within an international organization or development agency. Experience in a business partner capacity, handling recruitment, performance management, and employee relations in a multicultural environment is essential.
Salary
The position offers a competitive salary range of 150,000 to 250,000 SSP per month, commensurate with experience and qualifications. The compensation package includes performance‑based incentives, health insurance, and pension contributions in line with World Bank standards.
