Position Summary
The Vice President of Programming Quality and Technical Support provides global technical leadership across all country offices. This role ensures that all programming is evidence-based, scalable, and aligned with donor expectations and global development standards.
The position is responsible for strengthening program quality, improving technical consistency, reducing operational risk, and enhancing competitiveness for major institutional funding, including U.S. Government and multilateral donors.
Key Responsibilities
1. Global Programming Quality & Standards
- Establish and enforce global technical standards across all programs
- Define minimum requirements for program design, implementation, and evaluation
- Lead program quality assurance reviews and corrective action planning
- Act as final technical authority for program models and major adaptations
- Identify and mitigate systemic program risks
2. Technical Leadership & Country Support
- Provide technical assistance to country offices during program design and scale-up
- Support fragile and high-risk operational environments
- Guide transition from activity-based to results-driven programming
- Oversee technical support during restructuring and expansion phases
- Strengthen operational effectiveness across global programs
3. Program Design, Innovation & Evidence
- Develop evidence-based and scalable program models
- Promote alignment with Sustainable Development Goals (SDGs)
- Drive innovation and adaptive programming approaches
- Ensure technical rigor in program design and implementation
- Support organizational growth through scalable solutions
4. Proposal Development & Donor Engagement
- Lead technical review of major funding proposals
- Ensure competitiveness for U.S. Government and institutional funding
- Participate in donor engagements and technical site visits
- Strengthen proposal quality and compliance with donor requirements
5. MEAL Integration & Learning
- Align Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks with program design
- Strengthen data-driven decision-making processes
- Promote adaptive management and continuous learning
- Improve feedback loops between implementation and program design
6. Capacity Building & Leadership Development
- Strengthen technical capacity across global and regional teams
- Develop tools, frameworks, and technical guidance materials
- Mentor and coach senior program staff
- Build technical communities of practice across regions

Education Requirements
- Advanced Degree in International Development, Public Health, Nutrition, Agriculture, or related field
- Strong academic background in program management, food security, or humanitarian systems
Experience Requirements
- 12–15+ years of international development experience
- Senior leadership experience in global program design or technical advisory roles
- Strong background in food security and nutrition programming
- Proven experience with U.S. Government and major institutional donors
- Experience working across multiple countries and complex operational environments
- Experience in large international NGOs strongly preferred
- Proven track record in scaling programs and improving technical systems
